Before you start, you need to decide what you're looking for:

Finding the first version of the regulation in the Federal Register (FR):

Use Lexis-Nexis Congressional Universe
Select Regulations
Select Federal Register
The default is Keyword searching, but if you select Get A Document you can search by citation

Use Westlaw
Choose Federal Register
Don't forget to put quotation marks around search phrases (ex: "special education")

Finding the current version of a regulation in the Code of Federal Regulations (CFR):

Use Lexis-Nexis Congressional Universe
Select Regulations
Select Code of Federal Regulations
